This dress is derivative of the Victorian era Polonaise. A Polonaise was a bodice attached to a skirt (aka an overdress) that was worn over layers of petticoats. The hem was dramatically shorter in front, showcasing the ruffles and flounce of the petticoats underneath. The back of the dress was long and often swagged or draped, with a few layers of petticoat showing underneath. In Steampunk fashion, this high-low overskirt is worn alone as a dress. It goes by many names, including a 'mullet skirt' 'hi low' and 'dip hem'.
